Rescatux is a free bootable live CD/USB that can repair GRUB and the Windows bootloader. If you're unable to select the Repair Windows boot files option because it's grayed out, refer to this answer. The partition on which Ubuntu is installed can be identified from the Disks application which is built-in in Ubuntu. The boot flag should be placed on the same partition on which Ubuntu is installed. Open the Boot Repair application and select Advanced Options -> Other Options tab -> Repair Windows boot files.
